Traditionally, water use within agriculture has been determined by scheduling irrigation based on visually observed field conditions, calculated ETo/ETc rates, management intuition, and pre-set scheduling.In some areas, other factors which determine timing and amount of irrigation have to be adjusted based on scheduled availability of water and power resources. For any crop, responsible and educated decisions about the amount and timing of irrigation sets has been proven to greatly reduce the total quantity of water used as well as provide for greater crop yields while minimizing wasteful nutrient leaching which is detrimental to the environments surrounding agricultural production fields.

Current public awareness and regulatory conditions require that farm management takes these issues seriously to avoid costly reactive measures to be hastily implemented on order to avoid the risk of water price increases, availability scarcity, diminished source quality or fines be incurred.  Though this theory is widely accepted, the implementations of wide-spread, well documented, water conserving practices has not been adopted by the majority of farms.
